Zilla Parishad, Khammam was formed in the year 1959 with 13 Panchayat Samithis. In the year 1986 it was reorganized and expanded with 46 mandal parishads.

ZILLA PARISHAD
 
POLITICAL STRUCTURE
  • 46 members are elected from geographically demarcated territorial constituencies from within the rural areas of the district.
 
CHAIRMAN

Chairman is elected from the directly elected members and he is the executive head of the Zilla Parishad and chairs all the meetings of the Z.P.

VICE CHAIRMAN

Vice Chairman is elected from the directly elected members of the ZP for the second term. The Vice Chairman and deputy to the Chairman.

COOPTED MEMBERS

The Coopted members are elected from the directly elected members.

STANDING COMMITTEES

To facilitate the functioning of Z.P, seven standing committees have been formed. Each standing committee consists of Z.P members not exceeding 9 including the Chairman, who are elected by the ZP from among the elected members.

The members of the committee are elected from the directly elected members of the Zilla Parishad. The term of the Chairman, Vice Chairman and all the seven standing committees and the term of elected member is 5 years.

FUNCTIONS OF THE COMMITTEES

FINANCE & PLANNING COMMITTEE

The Finance of the Zilla Parishad forming of budget scrutinizing proposals for increase of reverence examination of receipts and expenditure statements, consideration of all proposals affecting the finance of Z.P. and general supervision of the revenue and expenditure of the ZP. The plan priorities, allocation of outlays to developments horizontal.

RURAL DEVELOPMENT

The Rural Development Committee shall perform functions relating to poverty alleviation, area development programme, employment, housing corporation, thrift and small scale industries, including cottage.

AGRICULTURE

Functions of the committee: 1. Agriculture production, animal husbandry, contour bunding and reclamation. 2. Social Forestry 3. Fisheries and Sericulture.

EDUCATION AND HEALTH

Functions of the committee: 1. Be in charge of all educational activities of ZP. 2. Undertake the planning of education in the district within the frame work of the national policy and the national and state plans. 3.Survey and evaluate the educational activities. 4. Health services, hospitals, water supply, family welfare and other allied matters.
