Efficient communication system is an essential infrastructure to improve the living conditions of rural mass. Through a good road network , growth of rural economy , increase in agricultural production, providing good marketing facility, growth of rural industries, providing of health, educational, social and cultural facilities to rural people is possible. As such road to each village becomes a basic necessity. Rural development department, through Zilla Parishad aims to provide this communication system effectively under various programmes like PMGSY, NABARD, RRM, MNP, DPP, MPLAD, SFC, AMC and SGRY.

The Panchayat Raj circle was formed during the year 1994 with the following organization setup.

ROADS SECTOR

PR engineering circle, Khammam has a total rural road length of 5995.52 Kms., out of which CC roads are 58.07 Kms., BT roads 620.48 Kms., WBM roads are 1782.60 Kms., Gravel roads are 2325.22 Kms., and formation of roads 1209.15 Kms., including 3708 pipes culverts, 639 slab culverts, 341 road dams and 122 Major & Minor Bridges.

1 NABARD PROGRAMME:

Under this programme 5 works (4 roads & 1 bridge) were sanctioned with an estimated cost of Rs.624.50 lakhs in which one work is completed, two works are nearing completion stage and the balance two works are in progress.

a) Length taken up : 40.80 KMs
b) No.of villages benefitted : 35

2 PMGSY (Phase-II)

Under this programme 39 roads are taken up with at estimated cost of Rs. 1673.33 lakhs in which 34 roads are completed with a financial value of Rs.1315.96 lakhs. Balance five works are in progress and will be completed by end of September, 2004.

a) Length taken up : 147.55 KMs
b) No.of villages benefitted : 45
c) Population Served : 53425

3 PMGSY (Phase-III)

Sanction is accorded for an amount of Rs. 1497.97 lakhs for providing connectivity to the unconnected habitations of 28 villages i.e. in Tribal mandals such as Tekulapalli, Singareni, Mulkalapalli, Chintoor, Pinapaka, Kukunoor and V.R.Puram. Some of the works are in progress.

a) Length taken up : 106.90 KMs
b) No.of villages benefitted : 28
c) Population Served : 12438

4 R.R.M.

Under this programme, 111 balance works are taken up with an estimated cost of Rs. 282.51 lakhs and will be completed during the year 2004-2005.

5 MNP

Under this programme, 34 works are taken up at estimate cost of Rs.242.00 lakhs and value of work done Rs.195.00 lakhs. Out of which 10 works are completed and government have asked to close the works at safer stage due to paucity of funds.

6 Agricultural Market Committee (AMC)

Under this programme, 163 works are taken which are tied up with food component at an estimated cost of Rs.424.00 lakhs. Out of which 141 works are completed and expenditure incurred Rs. 377.00 lakhs. The balance works are nearing completion.

7 D.C.P.

Under this programme, 36 works are taken up at an estimated cost of Rs.101.60 lakhs. Out of which 11 works are completed duly incurring expenditure of Rs.24.92 lakhs. Balance works are in progress.


BUILDINGS SECTOR

8 STATE PLAN

Under this programme, Construction of one M.P.P. Building is taken up at an estimated cost of Rs. 25.00 lakhs and it is under progress.

9 D.P.E.P.

Under this programme, 390 works (Construction of Addl. Class rooms, compound walls and teacher training centers) are sanctioned at estimated cost of Rs.354.45 lakhs. 97 works are completed and the balance works are at different stage. Release of grant is delayed. Slow progress is attributed to steep rise in cost of steel and cement.


IRRIGATION SECTOR

10 MINOR IRRIGATION

There Are 2097 MI tanks with an ayacut of 21931.50 Hectares under the control of P.R.Circle, Khammam. In the last 3 years, restoration of 512 MI tanks was taken up by P.R.Department in Neeru-meeru programme under different grants such as NABARD-MI, XI Finance, SGRY, Drought etc. Now an amount of Rs. 29.65 lakhs is released in 1 st quarter of MI (Normal) grant. With this amount is proposed to take up permanent restoration of 28 MI tanks, which were damaged due to heavy rains and floods during August 2003. Temporary restoration was already done with an amount of Rs. 4.01 lakhs under MI (Normal) grant in the year 2003-04. To the extent of maximum possible, the proposals for repairs to MI tanks being sanctioned at Mandal level. Remaining proposals are being sent to Zilla Parishad for approval. The District Z.P. body also willing to clear the MI proposals on top priority.
